Proposal - Override Compliance Permission

Background

Released in version 1705.0013 of Kuali Research this contribution from MIT was developed because there was no ability to add or edit an existing Compliance entry by an administrator while the proposal was enroute (or status of 'Approval Pending').  This would cause additional work since the proposal would either have to be returned to the Aggregator to be edited and re-routed to OSP or OSP would have to add/edit the compliance entry in the resulting Institutional Proposal.

New Permission Added

To alleviate this burden we created the 'Override PD Compliance Entry' permission.  When added to a role (most likely the OSP Administrator role) that user will have the ability to either add a compliance line or edit an existing compliance line when a proposal is in "Approval in Progress" status.

Notes:

• When the 'Override PD Compliance Entry' permission is added to the OSP Administrator role a user with this role is able to add Compliance to a proposal that is in Approval Pending.
• If a user does not have the role, then the Add Compliance entry button is not available to them in Approval Pending proposals.
• Once the proposal is completely approved the add compliance entry option is no longer available to the user with the OSP Administrator role.
