Overview
The federal government and many states require institutions to disclose any contracts or gifts they have received from foreign sources via Section 117 of the Higher Education Act of 1965. This process often involves pulling data from several sources and manually compiling a report. Much of the data required for 117 reporting can be captured in the Kuali Research system, and to help streamline this disclosure process Kuali has published a pair of foreign influence reports to streamline this disclosure process. This report is being released initially as a Beta. If you have any feedback or questions about the report please submit a support ticket.
Location
The Award - Foreign Influence reports are listed with the other data tables, and are currently marked with a beta label. This label will be retired once we apply updated based on the initial round of feedback on these reports.
Identifying Foreign Sponsors
As part of this report a new data element has been added to the Award datacube titled "Includes Non US Sponsor". This column will be N if all sponsors listed on this award have United States listed as their country. If either the sponsor or prime sponsor does not have the United States listed as it's country then this flag will be Y. This allows institutions to proactively identify sponsors currently funding research at their institution that do not have a listed country so they can update their data.
If your institution would rather track foreign sponsors through the sponsor type, or sponsor hierarchy features, both options have been included in the filters for the reports.

Identifying Agreement Terms
The 117 reporting requires institutions to disclose the terms of their agreements with foreign sponsors. To facilitate this process there are two versions of the report. The first lists all of the Award Sponsor Terms included on each award and allows you to filter based on term type.
The second version of the report includes the award comments, and allows institutions to filter by comment type. This would allow an institution to enter all of the term information that needs to be included on the 117 report in a Foreign Influence Details comment. The report also includes other general information required for the 117 report including the address of the sponsor and prime sponsor including their primary country.
