Overview
The Subaward tab of the Subaward document is the first one on the left and is by default the initial page displayed upon successful access. It is used to record and display basic and key identifying information about the subaward record. Several required fields must be populated with entries and/or selections in order to be able to navigate to subsequent pages and in order to save a new record or version of the subaward. Below outlines the different panels available in the initial Subaward tab.
Document Overview
Similar to the Document Overview in other modules of Kuali Research this is identifying information that can be entered for this version (document) specifically.
Subaward
The Subaward panel has the majority of identifying information for the Subaward document. Many of these fields are required before a record can be saved (denoted by an *). Fields that have dropdown selections or lookups can be configured as desired by implementing schools to meet their functional needs.
- Subaward ID/Version: These are displayed only and will be assigned by the system. The Subaward ID is the identifying number for the life of the subaward and version indicates how many edits have occurred on the given subaward.
- Execution Date: Date of original execution for the the Subaward.
- Start Date/End Date: The overall Start/End Date for the Subaward can be tracked here; dates for each transaction can be entered in the Financial tab.
- Subaward Type: Select the appropriate type of agreement for the Subaward.
- Title: The Title of the Subaward.
- Status: The status of the Subaward will change over the life of the project until closure.
- Account ID: This can be used for recording any non-Kuali Research account numbers associated with the subaward; if applicable.
- Vendor ID: This is the identifier associated with the Vendor for the Subaward; if applicable.
- Requisitioner ID: The user requesting the subaward.
- Requisitioner Unit: The unit associated with the requisitioner; often the lead unit for the corresponding linked award. Be aware this unit drives permissions for the subaward.
- Archive Location/Closeout Date: Once closed and archived these fields can be used to document the location and closeout date of the record.
- Federal Award Project Description: A place to list a short project description.
- F&A Rate: List the F&A rate associated with this Subaward.
- de Minimus: Indicates there is not a negotiated rate so a de minimus rate is being used.
- Comments: Any addition comments can be added to this field.
- Obligated Amount/Anticipated Amount/Amount Released/Available Amount: These are display only from information in the Financial tab of the Subaward.
- Cost Type: The type of cost agreement type; Cost Reimbursable, Fixed Price, etc.
- Site Investigator: The Principal Investigator at the subrecipient location.
- Requisition ID: The requisition number for the subaward, if applicable.
- Subrecipient: The organization receiving the Subaward; this goes to the Organization table lookup.
- FFATA Required: Indicates if the Subaward requires FFATA reporting.
- FSRS Subaward Number: If FFATA is required then reports must be filed in the FFATA Subaward Reporting System (FSRS); this is the number used in this system and for the overall identifier for the subaward.
FFATA Reporting
The FFATA panel allows you to track any information related to the Federal Funding Accountability and Transparency Act (FFATA) reporting requirements for subawards. You can track activity by Transaction or other criteria when adding row(s).
This panel is not by default displayed and must first be enabled via the ENABLE_FFATA_REPORTING parameter. Also FYI, KRMS validations can be built around FFATA on the FFATA Required flag, sponsor type, and $ value; and whether an entry is present.
Funding Source
The Funding Source section of the Subaward page is used to select the award associated with the subaward. This is done by performing an Award Lookup, selecting and returning the desired lookup result, and adding it in the panel. After you’ve added your selection, additional fields of information related to that award are displayed for your convenient reference. This can be repeated for multiple Awards. The linked award will also drive some of the information that maps to the FDP forms; more information in the Subaward - FDP Forms article.
Also, be aware that once linked to an award this Subaward will also display in the Subawards panel of the Award.
Contacts
The Contacts section of the Subaward page gives you a way to select a name and type of contact to associate with that person. The available selections in the Project Role dropdown rely on what's configured for the Subaward module in the Contact Type Usage maintenance table. These Project Roles also have logic for Subaward - FDP Forms mapping.
The lookup goes to the non-employee Address Book lookup and once added the contact information associated with the person/organization is displayed in the panel for your convenient reference.
Closeout
The Closeout section of the Subaward page is what you use to record information related to the closing out of a subaward. It is in this section where you have the ability to specify dates (requested, followup, and received) and types of closeouts (reasons and/or actions for closing out a subaward). Additionally, you are able to add textual comments related to each closeout type (multiple selection/entry lines may be added pertaining to a single subaward).
