New 'Needs Attention' in COI Highlights Items for Review

We rolled out a new UI feature in Kuali Research COI to highlight new projects that need attention to make it easier for users to see what requires action.  If your COI template utilizes project integration your reporters and admins will now see the newly added projects that need update highlighted red under the 'Needs Attention' section.

This will highlight to reporters and admins the new projects that need update with the fields required highlighted in red when expanded.  Once the project has been updated/completed the project will highlight green.
