Overview
For those customers that utilize the Proposal Development module in the Sponsored Programs side of Kuali Research you can utilize the questionnaire questions to put another level of configuration to what projects are required to update a user's disclosure. This allows institutions to use questions at the proposal stage to drive a requirement of whether the project will require an update to their disclosure in Kuali Research COI and work in conjunction with the already set configurations. If any of the configured questions at the proposal level or at the person certification level are answered Yes the project will require an update to the user's disclosure. If none of the configured questions are answered Yes, then it will push the project to the user's disclosure but not require them to make an update to their COI disclosure.
This indicator carries forward from the Proposal to the Institutional Proposal to the Award and displays either a Yes or No response in the Disclosure Required field on the Person Details. A Yes indicates they answered yes to one of the configured questionnaire questions in proposal and it would have required an update to their disclosure in COI. A No indicates no yes responses in the configured questions and this project pushed but did not require the user to update their disclosure in COI.

Configuration
Using the PASSIVE_COI_DISCLOSURE_QUESTION_IDS parameter allows you to specify questionnaire question IDs from either the general proposal or person certification questionnaires to have COI disclosure logic. If the specified questions have a Yes answer (either in the general questionnaires which apply to all proposal persons, or in a certificate questionnaire which only applies to the proposal person in question), then the questionnaireRequired attribute is included as part of each person object & set to true in the internal messages to COI. So when Yes these projects will not send to the Kuali Research COI module for disclosure. If these questions are answered in the proposal as Yes, the requirement to disclose COI is indicated going forward in the process in the IP and Award under Person Details on the Contacts tab as the flag "Disclosure Required". The parameter accepts a semicolon delimited list of question IDs which determine whether a proposal person can passively disclose their conflicts of interest. Default value for the parameter is null.
