Summary
The PASSIVE_COI_DISCLOSURE_QUESTION_IDS allows you to specify questionnaire question IDs from either general proposal or person certification questionnaires to have COI disclosure logic. If the specified questions have a Yes answer (either in the general questionnaires which apply to all proposal persons, or in a person certification questionnaire which only applies to the proposal person in question), then the questionnaireRequired attribute is included as part of each person object & set to true in the internal messages to COI. If none of the questions configured in the parameter are answered Yes then the project will push to disclosures in Kuali Research COI but not require an update by the user. If these questions are answered in the proposal as Yes, the requirement to disclose COI is indicated 'Yes' going forward in the process in the IP and Award under Person Details on the Contacts tab as the flag "Disclosure Required"; alternatively it 'No' if no questions are marked as yes:

This allows institutions to use questions at the proposal stage to drive a requirement of whether the project will be pushed and require disclosure in Kuali Research COI and work in conjunction with the already set configurations.
