Budget →  Budget Settings window, is one of the places in the budget where users have the ability to designate the status of a budget version as ‘Complete’ or ‘Incomplete’. The system defaults the field to ‘Incomplete’ and before a proposal can be routed for approval, the budget status must be changed to ‘Complete’.
